This museum collects, preserves, and exhibits materials related to the history and nature of Nemuro City and the surrounding area. The red-brick building was constructed in 1942 as a communications facility for the former Imperial Japanese Navy, later used as an elementary school after the war, and opened as a museum in 2004.

Inside, visitors can see pottery and stone tools excavated from archaeological sites in the city, clay figurines from the late Jomon period, materials related to the arrival of Laxman, Russia's first envoy to Japan, and border marker stones once installed in Karafuto. In particular, the "Karafuto Japan-Russia Border Second Astronomical Boundary Marker" is a valuable artifact as the only existing border marker stone in Japan.

The museum also displays specimens of animals native to the region, including the Blakiston's fish owl, a designated natural monument, offering deeper insight into Nemuro's natural environment. Special exhibitions and events such as nature observation tours are also held regularly, and the museum is popular as a place where visitors can enjoy learning about local history and nature.
