Since the Sengoku period when Shiwaku navy was active, the war lord Nobunaga Oda, Hideyoshi Toyotomi who defeated all other lords, Ieyasu Tokugawa who started Edo feudal government, and other administrations had given autonomy to Shiwaku islands. This administration office was built in 1798. From among 650 sailors on Shiwaku islands, three prominent men called “Elders” were selected and took turns in governing in this office.

In Meiji Period and afterwards, it was used as Honjima island’s government office until the designation as the national historical site in 1970.

Roughly 1488m2 of premises is surrounded by earthen walls and townhouses with gates. The main building, renovated in 1860, and the storage for important documents still remain. Today, the main house is open as a history museum about Shiwaku. Kanrinmaru was the first ship to successfully cross the Pacific Ocean in Japan and the objects that the crew brought back from America are exhibited here, as well as the documents with red seals issued by the authorities such as Ieyasu.
