Located within Fuchu Forest Park, the museum opened its doors in October 2000. Embracing the theme "Revisiting life intertwined with art," it not only collects, preserves, and exhibits artworks but also conducts unique educational and outreach activities.

The building consists of two floors above ground and one basement level. The first floor is an open space available for free public use. It houses an art library where visitors can browse art books, magazines, and encyclopedias related to modern and contemporary art, as well as a community gallery, museum shop, and café. The creation room and children's art room, which offer workshop programs designed for all age groups, are also popular among visitors.

The second floor features special exhibition rooms that showcase exhibitions centered around the basic theme of "life and art". Additionally, there is the Ushijima Noriyuki Memorial Hall that displays, at any given time, 60-80 pieces out of a collection that exceeds 2,200 artworks, primarily paintings from the late Edo period to the present day.
