This approximately 24.7-acre park is located at the foot of Mt. Mokoto, which rises at the southern end of Ozora Town near Abashiri. As its name suggests, it is a popular sightseeing destination known for its moss phlox.

The flowers are at their best from early to late May. The park opens as the hillsides begin to turn pink, marking the start of the Shibazakura Festival. The sight of the pink-covered slopes appearing to rise directly before you is breathtaking. Their contrast with the blue sky also makes for excellent photos. Exploring the grounds on foot is a good option, but the sightseeing car that runs through the park during the festival is also recommended. Relax and take in the panoramic scenery as it travels from the stop at the foot of the hill to the gazebo at the top.

During the summer vacation period, the campground area opens with bungalows, auto campsites, and other facilities. Visitors can also ride go-karts, fish at the fishing pond, and visit the day-use hot spring. The go-karts, fishing pond, and day-use hot spring are also open during the Shibazakura Festival. (The fishing pond is open only on weekends and public holidays, while only the footbath is available at the day-use hot spring.)
