I arrived at Kami-Suwa Station on the afternoon of 7/30 and checked in at 4:00. After getting settled and resting, I took a bus to the station, then a taxi to Tateishi Park for JPY 1,700. I think the best times are 18:45–19:15 for the sunset and evening glow; 19:15–20:00, when the sky changes from blue to deep blue (Magic Hour) with a hint of pink, while the mirror-like lake reflects the city lights as they come on; and after 20:00 for the full night view. However, there are really a lot of mosquitoes on summer evenings, so I recommend preparing insect repellent in advance! From the observation deck, you can take in the entire view of Lake Suwa, the city, and the surrounding mountains. It's well worth staying awhile. The park is clean and has an observation platform and rest areas, with excellent views for photos. Overall, this is a classic spot you absolutely shouldn't miss when visiting Suwa. It offers different scenery during the day and at night. Highly recommended.
